# Air accident report analysis

An official air accident report is written to improve safety. Under ICAO Annex 13 and EU Regulation 996/2010, its job is not to assign blame or civil liability. It is a weak foundation for a private claim if it is treated as if it were a legal opinion.

AeroXpert Investigations reads that report for parties who still have unanswered questions. The opinion separates what the official record supports from what a court, insurer or family still needs decided.

Only an independent expert can do that without standing in for the investigating authority. Dr. Thomas M. Friesacher, MSc provides that reading: objective, independent and international.

This is not a substitute for the state's investigation, and it is not a consulting exercise. If the organisation also needs a crisis plan, that is [AeroXpert Consulting](emergency-crisis-management.md), under a different contract.
